This is the highest level of facility and perimeter security. During a total controlled access, all perimeter doors are secured and no one is allowed to enter or exit the facility. Public Safety personnel and/or designees will be assigned to key entry/exit point as determined by the Incident Commander.

During a partial controlled access with entry/exit, all perimeter doors are secured and Public Safety personnel and/or designees are assigned to key entry/exit points as determined by the Incident Commander. Each person attempted to enter/exit would be screened in accordance to this policy. During a partial controlled access, all foot traffic is directed toward a pre-designated entry/exit point (Main Lobby) which is determined by the Incident Commander. Public Safety and/or designees will maintain control at this location(s).

During an exit only controlled access, doors are secured and Public Safety and/or designees will be assigned to key exit points as determined by the Incident Commander and/or designee. This level of controlled access would primarily be used for building or department specific controlled access but could include the entire campus. Only the exit points specific to the building and/or department will be included in this controlled access. The unaffected areas throughout the hospital will continue with normal operations.

During an entry only controlled access, doors are secured by Public Safety and/or designees will be assigned to key entry points as determined by the Incident Commander and/or designee. This level of controlled access would primarily be used for building or department’s specific controlled access but could include the entire campus. Only the entry points specific to the building and/or department will be included in this controlled access. The unaffected areas throughout the hospital will continue with normal operations.

During an Emergency Department controlled access, all doors leading to and from the Emergency Department will be secured. This level of controlled access will be used to regulate entry/exit into the Emergency Department only. Public safety personnel and/or designees will be assigned to the doors leading to and from the Emergency Department. Public Safety will control the ambulance entrance.

Silent Alert:  Depending on the nature of the event a silent notification to staff may be required to ensure staff, patient, and visitor safety. The concept of a silent alert is to alert staff to a need to control access to the facility, however not agitate or cause a violent reaction from an individual or group on premises.

Overhead Announcement:  Depending on the type of controlled access, an Overhead Announcement notification may be made to ensure staff, patient, and visitor safety.

1. Hospital personnel will report to their respective units/departments to await further instructions from their respective supervisors.

2. In the event of a controlled access situation Physicians should be in a state of high alert, question and report to   1111 any suspicious or incident related circumstances

Individuals may be screened upon entry/exit of the facility in accordance to the type of controlled access. This will be at the discretion of the Incident Commander and/or designee in consultation with Security Branch Director.
